HR Business Partner / HR Specialist – Carrier Delivery

About the role

Huawei is looking for an experienced HR Business Partner / HR Specialist to support the Carrier Delivery business unit in Dubai. You will work closely with business leaders and employees to drive capability development, performance management, manager onboarding and other HR initiatives in a fast‑paced, international environment.

Key responsibilities

• Plan and implement employee capability development programs, coordinate training and learning activities, and track completion.
• Manage the end‑to‑end performance management cycle, ensure timely execution of key processes and provide data‑driven insights.
• Facilitate onboarding for newly appointed managers, organise structured 90‑day transition activities and support talent development initiatives.
• Partner with business leaders to implement HR policies, provide operational support and contribute to special HR projects.
• Coordinate with HR teams and business stakeholders to maintain accurate HR information, ensure timely execution of HR processes and drive continuous improvement.

Required profile

• Bachelor’s degree or higher in Human Resources, Business Administration, Management, Psychology or a related field.
• Minimum 3 years of relevant HR experience, preferably in HR Business Partnering, HR Operations, Talent Development, Performance Management or Learning & Development.
• Strong understanding of HR processes and employee lifecycle management.
• Excellent communication and coordination skills, with fluency in Chinese and English.
