About the role
The Licensing and Onboarding Manager leads the end‑to‑end professional licensing, pre‑boarding and onboarding function for all workforce groups at American Hospital Dubai. The role ensures compliance with Dubai Health Authority (DHA) licensing requirements and that clinical, administrative, support, leadership and international hires complete all pre‑employment and joining formalities accurately and on time.
Key responsibilities
- Establish and manage standardized workflows, service levels and escalation pathways from offer acceptance through successful onboarding.
- Oversee DHA professional licensing activities, including eligibility review, document validation, DataFlow Primary Source Verification, assessments, registration, activation, renewal and cancellation.
- Direct pre‑boarding tasks such as reference checks, visa coordination, travel and housing arrangements, medical and malpractice insurance, employee documentation and ID preparation.
- Coordinate onboarding for clinical, administrative, senior leadership and executive hires, ensuring timely completion of orientation, system access, and mandatory documentation.
- Maintain audit‑ready licensing and onboarding records, trackers, expiry schedules and ensure compliance with DHA, JCI and privacy regulations.
- Monitor and report KPIs (time to license, time to onboard, application turnaround, etc.) and implement corrective actions.
- Lead process improvement and digitalisation initiatives, including workflow automation and vendor coordination.
- Manage and develop the Licensing and Onboarding team through coaching, workload allocation and succession planning.
Required profile
- Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration or related field; Master’s degree preferred.
- 6‑10 years of progressive HR experience with at least 3 years in healthcare licensing, onboarding or credentialing.
- Demonstrated experience managing DHA licensing processes and high‑volume international mobilisation.
- Previous experience in a tertiary, multi‑site or JCI‑accredited healthcare organisation.
- Excellent spoken and written English.
Required skills
- Proficiency with Microsoft Office applications.
- Knowledge of Dubai Health Authority Professional Qualification Requirements for nurses and allied health professionals.
