HR Shared Services & PRO Officer (Dubai)

About the role

We are looking for an HR Shared Services Center (SSC) and Public Relations Officer (PRO) to manage end‑to‑end HR processes and government liaison duties for our Dubai operations. The role combines HR administration, payroll support, visa and immigration handling, and compliance with UAE labour regulations.

Key responsibilities

• Manage full‑cycle HR procedures for local employees, including onboarding, contract execution, data entry into the HRIS, and maintenance of personal information records.
• Coordinate daily personnel changes such as promotions, transfers, salary adjustments, resignations and terminations in line with headquarters processes and Dubai labour law.
• Verify attendance, leave and payroll data, support monthly payroll calculation, prepare WPS filing documents and ensure accurate wage protection compliance.
• Handle all government‑related personnel matters, liaising with MOHRE, GDRFA, ICP, DET/DED and using online government portals.
• Process employee visa applications, renewals, cancellations, UAE ID issuance, fingerprint collection and annual document inspections, ensuring zero overdue cases.
• Maintain PRO transaction ledgers, file government certificates, monitor compliance risks and communicate policy updates to management.

Required profile

• Minimum 3 years of full‑time experience in HRSSC, HR administration or PRO functions within Dubai.
• Strong knowledge of UAE labour law, immigration policies and WPS requirements.
• Excellent English communication skills, logical thinking, meticulous work style and high compliance awareness.
• Valid Dubai driving licence and ability to commute independently.
