HSE Engineer – Power Generation Project in Dubai

About the role

We are seeking an experienced HSE Engineer to lead health, safety and environment supervision for a confidential independent power producer (IPP) project in Dubai. The role will work closely with the Owner’s Engineer team to ensure the EPC contractor complies with all HSE plans, risk controls and regulatory requirements throughout construction, commissioning and testing.

Key responsibilities

• Review and approve EPC contractor HSE plans, risk assessments, method statements, emergency procedures and permit‑to‑work arrangements.
• Conduct HSE inspections, audits and observations, monitoring compliance across the site.
• Oversee high‑risk activities such as lifting, excavation, electrical work, confined spaces, hot works, work at height and energisation.
• Analyse incident reports, perform root‑cause investigations and track corrective and preventive actions.
• Prepare regular HSE reports, statistics and recommendations for the Site Manager and client.
• Coordinate with site inspectors, EPC HSE team, subcontractors and client representatives.
• Promote a proactive safety culture and ensure timely closure of non‑compliances.
• Support emergency drills, toolbox talks, training sessions and site HSE campaigns.

Required profile

• Bachelor’s degree in Engineering, HSE or a related discipline.
• 8–10 years of HSE experience on construction, industrial, power or EPC projects.
• NEBOSH IGC (required); NEBOSH Diploma, IOSH or equivalent is an advantage.
• Strong knowledge of UAE/GCC HSE regulations, permit‑to‑work systems and incident investigation.
• Previous experience in power generation, utilities or energy infrastructure projects preferred.
• Excellent reporting, leadership and communication skills.
