HSE Officer

About the role

We are seeking an experienced HSE Officer to lead health, safety and environmental management for a large‑scale construction project in Dubai. The role ensures compliance with local regulations, international standards and company policies while supporting safe project delivery.

Key responsibilities

• Conduct site inspections of work areas, laydown zones, offices, tools, equipment and vehicles.
• Identify and address non‑conformances proportionate to their severity.
• Develop, implement and maintain the Emergency Response Plan.
• Perform monthly HSE self‑audits and generate internal reports for the BlueSky portal.
• Prepare and submit HSE reports to clients and stakeholders.
• Identify training needs, deliver training and toolbox talks for subcontractor and project personnel.
• Implement and maintain the AtkinsRéalis Bluebook GHSEMS and ensure system compliance.
• Provide HSE documentation and support to site managers and supervisors.
• Coordinate with client representatives and subcontractor HSE officers.
• Lead joint H&S committee meetings and participate in HSE‑focused meetings.
• Investigate incidents, track corrective actions and report HSE issues to the Construction/Project Manager.

Required profile

• Minimum 10 years of HSE experience on large construction projects.
• Bachelor’s degree in Engineering, Environmental Science, Occupational Health or related field.
• Professional HSE certifications such as NEBOSH IGC, IOSH, OSHA; additional certifications (CHMM, CSP, ARM) preferred.
• In‑depth knowledge of UAE HSE regulations, ISO 45001 and ISO 14001.

Required skills

• Use of BlueSky HSE Data Management Portal.
• Implementation of GHSEMS (AtkinsRéalis Bluebook).
• Conducting risk assessments and incident investigations.
• Familiarity with ISO 45001 and ISO 14001 standards.
