Human Resource Manager – Construction

About the role

We are seeking an experienced HR Manager to lead day‑to‑day HR operations for a large, site‑based construction workforce in Dubai. This hands‑on role covers the full employee lifecycle, from onboarding through exit, ensuring compliance with UAE and Dubai labour regulations.

Key responsibilities

• Manage end‑to‑end HR operations for head office, project sites and labour camps.
• Lead onboarding and off‑boarding processes, including visas, labour cards, medicals and Emirates ID.
• Oversee payroll inputs, salary processing in line with WPS, and calculate end‑of‑service gratuity and final settlements.
• Stay current with UAE Labour Law and Dubai‑specific regulations, updating HR practices as needed.
• Draft and maintain a company‑specific HR policy handbook and roll it out across the workforce.
• Handle employee relations, grievances, disciplinary matters and labour‑related queries for a multicultural blue‑collar workforce.
• Conduct regular site and labour‑camp visits to engage with employees and ensure welfare and compliance standards.
• Maintain accurate HR records, leave and attendance tracking, and MIS reporting for management.
• Coordinate with MOHRE, immigration and other authorities as required.

Required profile

• 10+ years of HR experience with hands‑on operations in the UAE construction industry.
• Proven track record managing a large blue‑collar workforce.
• Strong working knowledge of UAE Labour Law and Dubai‑specific HR rules.
• Fluent in English and Hindi.
• Bachelor’s degree in HR, Business Administration or related field.
• HR certifications (CIPD, SHRM, HRCI) are a plus.
