Licensing Officer – Healthcare & Trade Licences

About the role

The Licensing Officer will oversee the end‑to‑end management of healthcare facility licences issued by the Department of Health (DOH) and trade licences from the Department of Economic Development (DED). You will act as the primary liaison between internal teams and government authorities to ensure timely renewals and approvals.

Key responsibilities

• Manage renewal cycles for DOH healthcare facility licences and DED trade licences.
• Process new licence applications, ownership, location changes and amendments.
• Coordinate preliminary DOH approvals for new pharmacies and other healthcare facilities.
• Handle Pharmacist‑in‑Charge and Controlled‑Substance‑in‑Charge transfer applications.
• Prepare, review and submit all required regulatory documentation.
• Track application progress, respond to government queries and maintain a licensing calendar.
• Liaise with internal departments, legal counsel, consultants and government entities.
• Monitor regulatory updates and communicate changes affecting the business.
• Maintain electronic and physical records of licences, permits and correspondence.
• Support regulatory inspections, audits and compliance reviews.

Required profile

• Bachelor’s degree in Business Administration, Healthcare Administration, Public Administration, Law or a related field.
• 2–4 years of relevant UAE experience in regulatory licensing, government relations or healthcare administration.
• Hands‑on experience with DOH and DED licensing procedures (preferred).
• Experience in pharmacy, healthcare, pharmaceutical or medical sectors is an advantage.
• Fluency in English; Arabic is a plus.
