Medical Core System Transformation Lead

About the role

The Medical Core System Transformation Lead will drive the end‑to‑end modernization of the health insurer’s core medical platform in Dubai. This role combines strategic leadership, technology ownership, and cross‑functional collaboration to deliver a scalable, compliant, and digital‑first solution.

Key responsibilities

• Define and execute the transformation strategy, roadmap and phased migration plan, acting as the single point of accountability for business outcomes.
• Own the redesign of core medical domains – claims adjudication, policy & benefits configuration, provider management, authorizations and pricing – moving from monolithic legacy systems to configurable, API‑driven solutions.
• Partner with medical, operations, finance, actuarial, compliance and provider relations teams to ensure clinical workflows and regulatory requirements are accurately digitised.
• Lead vendor and system‑integrator engagements, overseeing solution design, deployment quality and contractual commitments while ensuring alignment with security and architecture standards.
• Establish robust program governance, managing milestones, dependencies, risks and multi‑workstream delivery across technology, data, migration and change management.
• Ensure the new core platform meets health‑insurance regulatory, payer and data‑privacy requirements and supports audit and reporting processes.
• Drive change adoption through process redesign, training and value‑realisation tracking, enabling future analytics, automation and AI capabilities.

Required profile

• Proven experience leading large‑scale core system transformation programmes in the insurance or healthcare sector.
• Strong understanding of medical insurance processes such as claims, policy administration, provider networks and utilization management.
• Demonstrated ability to manage complex vendor ecosystems and negotiate contractual deliverables.
• Excellent governance and risk‑management skills with a focus on regulatory compliance and data privacy.
• Effective stakeholder management and change‑leadership capabilities to secure business adoption.
