Section Head HSE and Quality (Emiratisation)

About the role

The Section Head HSE and Quality will lead the health, safety, environment and quality function for infrastructure and housing projects in Abu Dhabi. Reporting to senior management, the role ensures compliance with government regulations and drives a strong HSEQ culture across all project phases.

Key responsibilities

• Develop and implement HSEQ strategies, policies, standards and programmes for infrastructure and housing capital projects.
• Ensure projects meet all applicable government HSEQ regulations, contractual requirements and organisational standards.
• Establish and oversee comprehensive risk‑management processes, including hazard identification, risk assessments, mitigation measures and ongoing monitoring.
• Create and maintain HSEQ plans, procedures and guidelines covering occupational health and safety, environmental management, quality assurance and emergency preparedness.
• Lead incident and emergency management, driving corrective and preventive actions.
• Collaborate with government authorities, developers, contractors and other stakeholders to promote continuous improvement.

Required profile

• Bachelor’s degree in Environmental Science, Occupational Health & Safety, Engineering, Quality Management or a related discipline.
• Minimum 6 years of professional experience in HSE/HSEQ, preferably within infrastructure, housing, construction or government environments.
• Proven experience developing and implementing HSEQ strategies, policies and programmes.
• In‑depth knowledge of relevant HSE, environmental and quality regulations and standards.
• Strong understanding of risk assessment, incident management, emergency preparedness and corrective/preventive action processes.
• Experience working with government authorities, regulatory bodies, developers, project owners and contractors.
