Senior HSE Engineer – Offshore Projects

About the role

Penspen is seeking a Senior HSE Engineer to lead health, safety and environment activities for offshore projects in Abu Dhabi. The role involves ensuring compliance, promoting a strong safety culture and managing HSE performance across all project phases.

Key responsibilities

• Lead and manage HSE aspects of offshore projects, ensuring compliance with corporate policies, international standards and local regulations.
• Develop and implement project‑specific HSE plans, procedures and risk‑management strategies.
• Conduct hazard identification (HAZID), risk assessments and safety studies for offshore construction and operations.
• Supervise offshore HSE activities during construction, installation and commissioning.
• Organise HSE inductions, training and competency programmes for offshore personnel.
• Coordinate with construction, mechanical, electrical and marine teams to ensure safe execution of activities.
• Develop and maintain emergency response plans, lead drills and evaluate response effectiveness.
• Prepare HSE performance reports, KPIs and dashboards for management review.
• Maintain records of audits, inspections and incident investigations.

Required profile

• Bachelor’s degree in Engineering, Safety or Environmental Sciences.
• 15‑18+ years of experience, including at least 5 years on offshore projects.
• Strong knowledge of offshore safety regulations, risk management and emergency response.
• Relevant certifications such as NEBOSH, IOSH, OSHA and ISO 45001 Lead Auditor (preferred).
• Previous experience with PMC/EPC contracts and ADNOC offshore projects is an advantage.
