Senior Manager – Infrastructure Transportation

About the role

Dubai Holding Land Estates is seeking a Senior Manager to lead infrastructure transportation initiatives across its extensive land portfolio in Dubai. The role will shape transport planning strategies, oversee traffic engineering solutions and ensure alignment with the Dubai 2040 Urban Master Plan and regulatory standards.

Key responsibilities

• Develop and deliver transport planning strategies and traffic engineering solutions for master‑plan projects and land‑use changes.
• Serve as the primary liaison with the Roads and Transport Authority (RTA) to obtain approvals, coordinate studies and ensure compliance with RTA and Dubai Municipality standards.
• Manage RTA cost‑sharing processes, track payments, and report status to senior management bi‑monthly.
• Prepare, review and approve Traffic Impact Assessments (TIA) and related studies for new developments and master‑plan revisions.
• Provide technical guidance and quality oversight on traffic engineering inputs across infrastructure projects, identifying and mitigating related risks.
• Coordinate with internal stakeholders, external consultants and government entities to integrate transport considerations early in project planning.
• Champion innovative and sustainable transport solutions that enhance network resilience and reduce environmental impact.
• Maintain a systematic process for updating RTA approvals and avoid NOC delays for active projects.

Required profile

• Bachelor’s or Master’s degree in Transportation Planning, Traffic Engineering or a related field.
• Minimum 8–10 years of relevant experience in the Middle East, preferably on large‑scale master‑plan projects.
• Proven experience in preparing and reviewing Traffic Impact Assessments and coordinating with RTA.
• Strong understanding of Dubai 2040 Urban Master Plan, RTA and Dubai Municipality regulations.
• Excellent stakeholder management and communication skills.
