State Security Expert

About the role

The assignment aims to strengthen the Strategic and Comprehensive Partnership between the European Union and Egypt by delivering rapid, flexible, and high-quality technical assistance on jointly agreed security priorities. As a Senior Non-Key Expert – State Security, you will support the design and implementation of policies and programmes addressing security-sector challenges across the region.

Key responsibilities

• Provide technical assistance on security policy, institutional security cooperation, and security-sector analysis, covering counter-terrorism, cybersecurity, border security and organised crime.
• Conduct security assessments, policy reviews, institutional diagnostics and strategic analyses for Egyptian partner entities and EU-funded actions.
• Facilitate cooperation and policy dialogue between public authorities, international organisations and external partners to reinforce institutional capacities.

Required profile

• Master’s degree in security studies, international relations, political science, law, criminology, defence studies or a related field.
• Minimum of 7 years of professional experience in security policy, institutional cooperation or security-sector analysis, preferably in Egypt or the MENA region.
• Proficiency in English (C1 level); Arabic is highly desirable.
