Team Lead – HR Operations (EOR & Staffing)

About the role

Terracotta is seeking an experienced HR Operations & Outsourcing Team Lead to oversee onboarding, compliance and client management for its EOR & Staffing division in Abu Dhabi. You will lead a team of onboarding specialists and account executives, act as the senior escalation point, and ensure adherence to UAE Labour Laws.

Key responsibilities

• Lead, mentor and manage daily activities of onboarding and account management teams, set KPIs and conduct performance reviews.
• Handle complex client issues, employee‑relations cases and high‑value contract disputes.
• Oversee end‑to‑end PRO and immigration processes, ensuring compliance with MOHRE, ICP, GDRFA and free‑zone authorities.
• Improve and standardise onboarding/off‑boarding processes, review payroll elements (EOSB, adjustments) and track operational KPIs and SLAs.

Required profile

• Minimum 5 years UAE experience in EOR/Staffing operations.
• At least 2 years in a leadership or supervisory role.
• Strong knowledge of UAE Labour Law, visa and PRO processes.
• Experience managing onboarding, payroll coordination and client accounts.
• Excellent English communication; Arabic is a strong advantage.

Required skills

• Proficiency with HRIS/CRM systems.
• Advanced Excel skills.
