Construction HSE Engineer – LOTO Coordinator

About the role

The Construction HSE Engineer (LOTO Coordinator) will ensure that all field activities on the Hail & Gasha project comply with Metts' HSE policies, local regulations and industry standards. Reporting to the HSM and Site Manager, the role drives preventive and corrective actions across all construction phases.

Key responsibilities

• Perform Job Hazard Analysis (JHA) and support Job Safety Analysis (JSA) for all tasks.
• Verify and update the site HSE plan, procedures and related documentation.
• Monitor subcontractor compliance with HSE procedures, regulations and standards.
• Plan and conduct regular HSE walk‑arounds, inspections and audits; prepare reports, action plans and follow‑up on corrective actions.
• Organise, coordinate and deliver on‑site HSE training sessions.
• Facilitate HSE meetings, record minutes of meetings (MOM) and ensure follow‑up.
• Collaborate with the client on work permits and related documentation.
• Lead investigations of accidents, maintain records and propose preventive measures.
• Coordinate the off‑site HSE committee comprising contractor and subcontractor representatives.

Required profile

• Minimum 10 years (120 months) experience in construction HSE roles.
• NEBOSH General Certificate (GC) or IGC.
• Proven experience with LOTO coordination and safety audits.
• Strong knowledge of UAE construction safety regulations.
• Ability to produce clear HSE documentation and reports.
