Consultant - Emergency Response Services

About the role

Jahaziya is seeking an experienced Consultant in Emergency Response Services to provide strategic, technical and operational advisory support across firefighting, civil defence, emergency response and crisis management. The ideal candidate has a strong background in emergency services leadership, operational readiness, strategic planning and capability development, and advises senior management and government stakeholders.

Key responsibilities

• Provide strategic and technical advice on firefighting, emergency response, civil defence and crisis management operations.
• Develop and review emergency response plans, operational procedures, Incident Command Systems (ICS) and crisis management frameworks.
• Assess operational readiness, emergency response capabilities, workforce competencies and equipment requirements.
• Support strategic planning, business development, technical proposals and large-scale emergency response projects.
• Advise on international firefighting standards, professional accreditation and training programmes.
• Lead and support emergency preparedness exercises, multi-agency coordination and operational improvement initiatives.
• Evaluate innovative firefighting and rescue technologies, including AI, robotics, drones and digital emergency management solutions.
• Engage with government authorities, clients and strategic partners to build integrated emergency response capabilities.

Required profile

• Extensive senior-level experience in firefighting, civil defence, emergency management or emergency response services.
• Previous leadership, command or strategic advisory experience in a Civil Defence, Fire & Rescue or emergency management organisation.
• Experience in strategic consultancy, emergency services capability development or organisational transformation.
• Experience working with government agencies, defence organisations or critical infrastructure clients.
• Relevant degree or professional qualification in emergency management, fire engineering, civil defence or a related discipline.
• UAE/GCC experience and exposure to emerging emergency response technologies are advantageous.

Required skills

• Incident command, crisis management, operational readiness and business continuity planning.
• Familiarity with international standards such as NFPA, IFSAC and Pro Board.
