Contracts and Procurement Officer

About the role

Zayed University in Dubai is looking for a Contracts and Procurement Officer to deliver an efficient, accurate and timely Contracts and Purchasing Service for internal and external clients, following university policies and procedures. The role focuses on contracts management and documentation for retail outlets and ensures each purchase is value for money and cost effective.

Key responsibilities

• Draft, review and maintain business unit commercial and contractual arrangements, and negotiate and administer contracts and cooperative agreements.
• Review RFI and RFP bid solicitations and prepare cost proposals with supporting data for management review.
• Monitor financial activity of prime and sub-contracts, including closeouts, and liaise with project and technical staff so contracts reflect the programme of work.
• Ensure compliance with regulations, internal policies, procedures and ethics codes; review the contracts database and prepare periodic reports.
• Negotiate and place annual Blanket Purchase Orders, Master Purchasing Agreements and Annual Service Agreements.
• Purchase goods and services for both campuses from local and international sources, vetting vendor quotations and benchmarking prices against budgets.
• Expediting orders, handling discrepancies and damage reports, issuing amendments to quantities and ensuring invoices are paid promptly.
• Work independently, meet deadlines and coordinate purchasing requests, tenders and correspondence.

Required profile

• Minimum bachelor's degree in business or a similar major from an accredited institution.
• 2 years of relevant professional experience, or an equivalent combination of education and experience.
• Experience in a similar role in a government or higher education institution is highly preferred.
• Arabic/English bilingualism is an asset.

Required skills

• Basic knowledge of contracts and procurement tasks.
• Excellent computer skills.
• Knowledge of purchasing procedures is preferred.
