Cost Manager – Pre‑contract

About the role

Turner & Townsend is seeking a detail‑oriented Cost Manager to lead pre‑contract cost activities for projects in Dubai. You will shape cost strategies, support tender preparation and ensure projects are delivered within scope, time and budget while upholding high quality standards.

Key responsibilities

• Develop cost plans, estimates, budgets and tender documentation using NRM, POMI and CESMM measurement standards.
• Conduct risk assessments, set contingency budgets and identify value‑engineering opportunities.
• Prepare regular cost reports, highlight budget deviations and recommend corrective actions.
• Validate cost data for accuracy and compliance with industry standards.
• Provide expert advice on cost‑effective solutions, leveraging CostX for detailed analysis.
• Collaborate with clients, design teams and stakeholders to align on cost strategies and ensure clear communication.
• Ensure all cost management activities meet regulatory requirements and client specifications.

Required profile

• Proven experience in pre‑contract cost management within construction, infrastructure or related sectors.
• Strong analytical mindset with the ability to produce data‑driven recommendations.
• Excellent communication and stakeholder‑engagement skills.
• Ability to work independently and as part of a multidisciplinary team.
