Development Manager – Real Estate

About the role

The Development Manager will lead the Dubai Festival City Masterplan, steering its strategic direction to maximise asset value. This senior position oversees the full development lifecycle—from concept and design through construction, fit‑out and final handover—ensuring financial returns, budget discipline and high‑quality outcomes.

Key responsibilities

• Lead consultant selection, issue RFPs, negotiate contracts and manage documentation to meet programme milestones.
• Drive design development from concept to detailed design, appointing consultants and ensuring alignment with company standards and budgets.
• Collaborate with project managers to deliver projects on time, within cost, quality and commercial targets, acting as the central coordinator among owners, consultants, contractors and tenants.
• Develop and review procurement strategies in partnership with the Procurement Team, ensuring compliance with policies.
• Prepare and present regular project status reports, financial performance dashboards and monthly Project Control Group papers.
• Coordinate with the Tenant Coordination team to manage fit‑out processes, meet handover dates and resolve issues.
• Oversee project handover to asset owners, confirming quality checks and required sign‑offs.
• Provide leadership to the project team, fostering effective communication and performance.

Required profile

• Proven experience managing large‑scale real‑estate development projects from inception to handover.
• Strong understanding of consultant management, design development, procurement and project reporting.
• Demonstrated ability to work with cross‑functional teams and external stakeholders.
• Excellent financial acumen and budget management skills.
• Leadership experience with a focus on delivering quality outcomes.
