Economist – Tariff

About the role

The Economist – Tariff will support the Department of Energy in designing and implementing sector charge strategies, customer tariff reforms, and subsidy reforms. The role involves preparing government submissions, conducting impact analyses, and assisting with high‑quality economic and financial modelling.

Key responsibilities

• Ensure price controls and tariffs align with sustainability, security of supply and affordability objectives set by the Abu Dhabi Government.
• Develop sector fees, customer tariffs and support mechanisms in line with Abu Dhabi’s strategic goals.
• Coordinate with other government departments to incorporate socioeconomic impact analyses into long‑term reform plans.
• Contribute to the publication of sector cost, revenue and subsidy forecasts and monitor reform implementation.
• Support economic modelling for Consumer Trends Surveys and create analytical models as needed.
• Prepare tariff reform documents for government submission and assess their impact on subsidies, revenues and costs.
• Assist the price control process, including OPEX/CAPEX review, WACC setting, incentive development and regulatory guidance.
• Co‑lead economic projects and workstreams as directed by the Pricing and Tariff Section Head.
• Build strong relationships across DoE and with the Department of Finance and the Department of Economic Development.

Required profile

• Bachelor’s degree in Economics, Economic Policy or a related discipline.
• Minimum 5 years of experience as an economist or in regulatory roles within the utility sector.
