Environment, Health & Safety Manager

About the role

Lead the company/project HSE management system and establish a proactive safety culture that prevents injury, protects the environment and ensures compliance with UAE law, client requirements and approved integrated management systems.

Key responsibilities

• Develop, implement and maintain project/company HSE plans, procedures, objectives and KPIs aligned with legal, client, consultant and ISO requirements.
• Lead HSE staffing, deployment, competency assessment and performance management across project sites and ensure adequate coverage for work fronts and shifts.
• Review and approve risk assessments, method statements, permit‑to‑work systems, emergency plans, lifting plans and high‑risk activity controls in coordination with operations.
• Conduct leadership safety walks, audits and inspections and ensure unsafe conditions, observations and non‑conformances are assigned, corrected and verified closed.
• Lead incident/near‑miss investigations, root‑cause analysis, corrective/preventive actions and lessons learned, ensuring statutory/client notifications are completed.
• Monitor leading and lagging indicators, including observations, training, PTW compliance, incidents, environmental issues and subcontractor performance, reporting trends to management.
• Establish induction, toolbox talk, competency and specialized training programmes and verify training effectiveness.
• Manage subcontractor HSE pre‑qualification, onboarding, monitoring and escalation, enforcing contractual HSE obligations.

Required profile

• Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science or a related discipline.
• Minimum 20 years of construction HSE experience, including senior management responsibility on major projects.
• Recognized HSE qualification such as NEBOSH Diploma/IGC or equivalent; higher‑level professional HSE credentials strongly preferred.
• Strong knowledge of UAE occupational safety requirements, construction HSE practices, high‑risk activities and environmental controls.
