General Manager – Government Partnerships

About the role

The General Manager – Government Partnerships will lead the development and management of strategic relationships with government entities and public‑sector stakeholders, positioning the company for national logistics initiatives and long‑term growth aligned with Saudi Vision 2030.

Key responsibilities

• Define and execute the government partnership strategy and stakeholder engagement plan for the logistics business.
• Identify public‑sector opportunities, programs, tenders, concessions and partnership models that match company capabilities.
• Provide leadership with structured updates on stakeholder priorities, opportunity pipelines, risks and required decisions.
• Lead relationship management with ministries, authorities, regulators and government‑owned organisations.
• Align Legal, Finance, Operations, Commercial and Corporate Affairs on partnership requirements and commitments.
• Coordinate internal teams to develop compliant proposals, business cases, MoUs and partnership agreements.
• Monitor relevant regulations, national programmes and sector developments, translating them into business actions.
• Maintain governance, transparency and proper documentation for all government engagements.
• Develop innovative public‑private partnership concepts and national logistics solutions that deliver measurable economic and service value.

Required profile

• Bachelor’s degree in Business Administration, Public Administration, Logistics, Economics or related field; postgraduate qualification preferred.
• Minimum 12 years of relevant experience, including at least 5 years in government partnerships, public‑sector business development or government relations.
• Professional proficiency in Arabic and English.
• Preferred certifications in Government Relations, Public‑Private Partnership, Project Management or Negotiation.
