Head of Contract and Procurement - Emiratization

About the role

The Head of Contracts & Procurement will lead the Contracts & Procurement Department, ensuring effective procurement planning, tendering, contracting, supplier management, and contract administration in line with approved policies and strategic objectives of the Federal Authority.

Key responsibilities

• Lead procurement, tendering, contracting, and supplier management activities.
• Develop and implement procurement policies, procedures, strategies, and operational plans.
• Oversee contract preparation, execution, renewals, and bank guarantees.
• Ensure compliance with government procurement policies, delegated authorities, and governance requirements.
• Manage supplier and stakeholder relationships and monitor contract performance.
• Oversee departmental budgets, KPIs, reporting, and continuous improvement initiatives.
• Lead and develop the Contracts & Procurement team.

Required profile

• Bachelor's/Master's degree in Business Administration, Accounting, Financial Management, or related field.
• Senior-level experience in contracts and procurement, preferably within a UAE Government/Federal Government environment.
• Relevant professional certifications such as CMA, CPA, ACCA, CFA, or equivalent are advantageous.
• Excellent leadership, negotiation, stakeholder management, and communication skills.
