HR Manager – Blue‑Collar Workforce Operations

About the role

We are looking for an experienced HR Manager to lead end‑to‑end human resources, blue‑collar workforce management, payroll and employee operations for a large, diverse workforce in Dubai. The role focuses on recruitment, manpower planning, compliance and HR support across facility management, catering, hospitality, events and contract staffing sectors.

Key responsibilities

• Lead blue‑collar recruitment and manpower planning, managing high‑volume hiring, agency coordination and talent pipelines.
• Oversee monthly payroll processing, attendance, overtime, deductions and ensure compliance with UAE wage protection system.
• Manage the full employee lifecycle from onboarding to exit, including documentation, promotions, disciplinary actions and final settlements.
• Ensure HR practices comply with UAE labour laws, immigration requirements and company policies, handling visas, work permits and Emirates ID.
• Provide HR support to facility management, catering, hospitality and events operations, coordinating workforce deployment, accommodation, transportation and welfare.
• Handle employee relations, grievance management and retention initiatives to reduce turnover.
• Prepare HR dashboards and analytics covering headcount, recruitment status, attrition, absenteeism and payroll.

Required profile

• 10–18 years of HR experience in facility management, catering, hospitality, events or similar manpower‑intensive industries.
• Hands‑on experience managing blue‑collar recruitment, payroll and workforce mobilization in the UAE.
• Strong knowledge of UAE labour legislation, WPS, visa processing and compliance requirements.
• Proven ability to handle high‑volume hiring, cost control, HR administration and employee relations.
