HR Manager – Dubai

About the role

Cyber Shield IT Services is looking for an experienced HR Manager to lead the Human Resources function in its Dubai office. The role covers the full employee lifecycle, from recruitment and onboarding to performance management, payroll and compliance with UAE labour regulations. The successful candidate will work closely with senior management to develop HR policies and support organisational growth.

Key responsibilities

• Lead and manage end‑to‑end HR operations across the organization.
• Oversee recruitment, onboarding, employee relations and performance management processes.
• Ensure compliance with UAE Labour Law and related HR regulations.
• Manage payroll, WPS, leave administration, attendance tracking and end‑of‑service benefits.
• Coordinate MOHRE, visa, work permit and other government HR procedures.
• Develop, implement and continuously improve HR policies, procedures and systems.
• Provide confidential HR guidance to management and support organisational development initiatives.

Required profile

• Proven hands‑on HR experience in the UAE, with current UAE residency.
• Strong knowledge of UAE Labour Law, MOHRE processes, payroll, WPS and end‑of‑service benefits.
• Experience managing the full employee lifecycle, including recruitment, performance management and employee relations.
• Excellent leadership, communication and stakeholder‑management skills.
• Bachelor’s degree in Human Resources, Business Administration or a related field.
