HSE Manager - Construction

About the role

The HSE Manager will lead health, safety and environmental functions across a large construction site, ensuring compliance with local regulations and international standards such as ISO 45001 and OSHA. The role requires building a strong safety culture among workers, subcontractors and stakeholders while managing risk and incident response.

Key responsibilities

• Develop, implement and maintain the project HSE Management Plan, Risk Assessments, Method Statements and Permit‑to‑Work systems.
• Conduct regular site inspections, audits and safety walkthroughs, identifying hazards and enforcing corrective actions.
• Lead investigations of accidents, near‑misses and incidents, preparing root‑cause analyses and corrective action reports.
• Oversee PPE compliance, high‑risk activities (working at height, confined spaces, hot works) and ensure all personnel are trained and certified.
• Maintain HSE records, prepare daily/weekly/monthly reports and liaise with regulatory authorities and auditors.
• Develop and test Emergency Response Plans, coordinate drills and monitor environmental aspects such as waste, dust and noise control.

Required profile

• Bachelor’s degree in Engineering, Occupational Health & Safety or a related field.
• 12‑15+ years of HSE experience, with at least 5 years in a managerial role on construction/infrastructure projects.
• Relevant certifications preferred (NEBOSH IGC/Diploma, IOSH Managing Safely, OSHA 30/500, ISO 45001 Lead Auditor, First Aid & Fire Safety).
• Proven ability to manage large workforces and multiple subcontractors on site.
