HSE Manager – Construction Projects

About the role

Azizi Developments seeks an experienced HSE Manager to lead health, safety and environmental functions across its construction projects in the UAE. The role involves establishing, implementing and continuously improving HSE policies, ensuring compliance with local legislation and international standards.

Key responsibilities

• Lead the overall HSE function for assigned construction sites.
• Develop, implement and refine HSE policies, procedures, plans and systems.
• Conduct regular site inspections, audits and risk assessments.
• Review and approve risk assessments, method statements, emergency response plans and HSE procedures.
• Investigate accidents, incidents and near‑misses, identify root causes and drive preventive actions.
• Monitor contractors and subcontractors for HSE compliance.
• Establish HSE KPIs, prepare reports for senior management and conduct HSE meetings, toolbox talks and training.
• Ensure effective Permit‑to‑Work systems, emergency procedures and site safety controls.
• Coordinate with project managers, QA/QC teams, consultants and subcontractors on HSE matters.
• Oversee environmental aspects such as waste management, pollution prevention and dust/noise control.

Required profile

• Minimum 12 years of HSE experience in construction.
• Strong leadership and ability to work across multidisciplinary teams.
• In‑depth knowledge of UAE HSE legislation and international standards (ISO 45001, ISO 14001).
• Proven track record of managing HSE programs on large‑scale projects.
