HSE Manager – Infrastructure

About the role

Parsons is seeking an HSE Manager for its infrastructure projects in Abu Dhabi. The role supports the senior construction site representative by overseeing health, safety and environmental (HSE) management, ensuring compliance with Parsons’ ESHARP system and client requirements.

Key responsibilities

• Advise and assist senior site leadership in establishing and managing ESHARP and Parsons SH&E processes.
• Develop site‑specific work plans, compliance programs, training and orientation plans that meet relevant regulations and client standards.
• Collaborate with SH&E, project and program managers to evaluate contractors’ HSE performance and culture.
• Audit projects and worksites against corporate and client standards, produce written audit reports and recommend corrective actions.
• Implement occupational injury and incident reporting, conduct investigations and root‑cause analyses.
• Perform trend analysis on audit findings, inspections and incident reports and deliver regular analysis reports.
• Represent the SH&E manager on project sites and during regulatory safety inspections.
• Supervise emergency response and first‑aid teams during incidents and emergencies.

Required profile

• Strong knowledge of HSE regulations, Parsons’ ESHARP management system and client safety requirements.
• Experience in developing HSE work plans, training programs and audit procedures for construction projects.
• Proven ability to conduct incident investigations, root‑cause analysis and trend reporting.
• Excellent attention to detail and ability to work closely with senior site leadership and contractors.
