Infrastructure Planning Manager

About the role

The Infrastructure Planning Manager will lead the planning, monitoring and control of large‑scale infrastructure developments for Dubai Holding Real Estate, from master planning through project close‑out. Reporting to senior leadership, you will ensure schedules, CAPEX plans and risk registers are aligned across development, procurement, design and construction teams.

Key responsibilities

• Develop and maintain integrated project schedules, master schedules and contractor programmes.
• Track CAPEX, cash‑flows and resource allocation, producing executive‑level dashboards and reports.
• Manage risk identification, assessment, mitigation and monitoring throughout the project lifecycle.
• Review and approve contractor baseline programmes, progress reports, forecasts and recovery plans.
• Conduct delay analysis, evaluate Extension of Time (EOT) claims and provide commercial recommendations.
• Coordinate planning activities with consultants, PMCs, contractors and internal stakeholders.

Required profile

• Minimum 8 years of experience in infrastructure planning, project controls or related fields.
• Proven ability to lead multi‑disciplinary teams and communicate with senior executives.
• Strong analytical mindset with a track record of delivering projects on time and within budget.
