Junior HSE Officer – Safety & Compliance

About the role

The Junior HSE Officer will be the on‑site health, safety and environment representative, ensuring daily compliance with company procedures, client requirements and UAE regulations across project sites.

Key responsibilities

• Conduct daily site safety inspections and document findings using standard checklists.
• Enforce proper PPE usage and safety compliance for all personnel and subcontractors.
• Issue safety observation reports, violation notices and non‑conformance reports.
• Verify Permit‑to‑Work compliance, worker competency certificates, and specific permits for hot work and high‑risk tasks.
• Maintain the site HSE equipment register and track inspection expiries.
• Investigate incidents and near‑misses, preparing timely incident reports.
• Compile weekly and monthly HSE performance reports.
• Deliver mandatory HSE inductions, daily toolbox talks, and support internal and external ISO and client audits.

Required profile

• Minimum 4 years of hands‑on field HSE experience.
• NEBOSH International General Certificate (IGC) required.
• Fluent written and spoken English.
• Diploma or Bachelor’s degree in HSE, Engineering or a related field.

Required skills

• Proficiency with MS Office Suite.
• Strong technical writing ability for reports and documentation.
