About the role
We are seeking a senior MLRO & Compliance Officer to lead the compliance and financial crime function for our ADGM‑licensed Recognised Investment Exchange (RIE) and Recognised Clearing House (RCH) entities. This senior role combines compliance oversight and AML/CFT responsibilities across market‑infrastructure operations.
Key responsibilities
- Design, implement and oversee the compliance function for FSRA Rules, FSMR, MIR and other regulations governing RIE and RCH operations.
- Develop and maintain compliance policies, market surveillance, rulebook compliance, default‑management procedures and participant‑conduct oversight.
- Provide independent compliance advice to the Board and senior management, escalating material issues as required.
- Conduct regular compliance reviews, testing and gap analyses across both entities to ensure proportionate controls.
- Liaise with the FSRA on all compliance matters and ensure timely remediation of regulatory findings.
- Advise on new market products, trading rules, participant admission criteria and clearing arrangements.
- Implement and oversee the AML/CFT and sanctions programme in line with the FSRA AML Rulebook.
- Receive, investigate and decide on internal suspicious activity reports and file reports with authorities via goAML.
- Develop AML policies, risk assessments, CDD/EDD procedures and ongoing monitoring tailored to virtual‑asset exchange and clearing‑house risk.
- Ensure staff AML training and act as the primary contact with the FSRA on financial‑crime matters.
Required profile
- 10+ years senior compliance or financial‑crime experience in ADGM, DIFC or comparable regulated environment, preferably within market‑infrastructure.
- Strong working knowledge of FSRA Rules, FSMR, MIR, the ADGM AML Rulebook and applicable sanctions frameworks.
- Understanding of RIE and RCH regulatory obligations, including rulebook governance and systemic‑risk considerations.
- Experience supporting regulatory authorisations, recognition applications or supervised‑entity setup.
- Ability to manage compliance across two regulated entities within a unified framework and strong stakeholder‑management skills.
