Permitting and NOC Engineer

About the role

Nova International General Contracting, a UAE-based general contractor specializing in branded residences, is hiring a Permitting and NOC Engineer for a large-scale, phased residential Design & Build development on Yas Island, Abu Dhabi. The role owns the full permitting process, from preparing and submitting applications on authority portals to following up on approvals, responding to authority comments and coordinating with internal teams and the design consultant.

Key responsibilities

• Prepare, compile and submit permit applications and NOC requests to Abu Dhabi authorities (DOT, ADDC, ADSSC, DM, ADDED, TASAREEH, Miral, telecoms providers) across all project phases, directly where possible.
• Operate authority portals (TASAREEH, ADDC, ADSSC, DOT, DM) and ensure submission packages are complete, accurate and compliant.
• Follow up with authorities and portal case handlers, maintain a NOC and permit tracker, and resubmit revised packages after authority comments.
• Serve as the main point of contact with authorities, attend meetings and site inspections, and coordinate with Miral and Yas Island development management.
• Coordinate with the Infrastructure Lead Engineer and discipline engineers, report status to the Project Director and PMO, and keep a document archive of submissions and approvals.
• Support the construction team in obtaining construction permits, road opening permits and utility connection approvals.

Required profile

• Bachelor's degree in Civil Engineering, Urban Planning, Architecture or a related field (mandatory); Master's degree or professional membership advantageous.
• Minimum 8 years of experience in permitting, NOC management and authority approvals in Abu Dhabi (mandatory).
• Proven track record on large-scale residential, mixed-use or infrastructure projects, and hands-on experience submitting directly on authority portals.
• Experience on Yas Island or with Miral authority processes is highly advantageous.
• Valid UAE driving licence and excellent written and spoken English (Arabic is a significant advantage).

Required skills

• Proficiency in TASAREEH portal (mandatory)
• Hands-on experience with ADDC, ADSSC, DOT and DM digital submission portals (mandatory)
• Ability to read and interpret engineering drawings, site plans and technical reports; AutoCAD for mark-up is advantageous
• Strong Excel skills for tracking NOCs and permits
