Procurement Lead – Infrastructure, Mining & Oil & Gas (Hindi Speaker)

About the role

Black Pearl Consult is looking for an experienced Procurement Lead to support major projects across Africa in the infrastructure, mining and oil and gas sectors. The role suits a commercially driven procurement professional with strong experience in African markets, an established supplier network and a proven track record in managing procurement and sourcing across complex project environments. The position is based in Dubai.

Key responsibilities

• Lead end-to-end procurement, from sourcing and tendering through negotiation, contract award, delivery and supplier performance management.
• Develop and implement procurement strategies aligned with project requirements, budgets, timelines and business objectives.
• Source and evaluate local and international suppliers, contractors and service providers across infrastructure, mining and oil and gas.
• Negotiate pricing, payment terms, delivery schedules, service-level agreements and contractual conditions.
• Manage procurement of construction materials, heavy equipment, machinery, spare parts, technical components and project-related services.
• Oversee RFQs, RFPs, tender evaluations, purchase orders and contract documentation.
• Monitor supplier performance, delivery timelines, quality standards and contractual compliance; identify cost-saving opportunities and mitigate supply chain risks.
• Collaborate with project management, engineering, operations, finance, logistics and site teams to forecast needs and resolve supply issues.
• Ensure compliance with company policies, local regulations, import/export requirements and industry standards, and provide regular procurement updates to senior management.

Required profile

• Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Engineering or a related discipline.
• Minimum 8-10 years of procurement experience, preferably in infrastructure, mining, oil and gas, construction or other large-scale project environments.
• Demonstrated experience managing procurement for projects or operations in African countries.
• Fluency in Hindi and English is essential.

Required skills

• Strong knowledge of local and international sourcing, supplier evaluation, commercial negotiations and contract management.
• Experience procuring technical equipment, construction materials, machinery, spare parts or project-related services.
• Established supplier relationships and understanding of procurement and logistics challenges in African markets.
