Programme Manager – Governance in MSMEs

About the role

The Programme Manager will lead the design, development and delivery of Pearl Initiative’s Governance in Micro, Small and Medium Enterprises (MSMEs) programme across the GCC. The role focuses on strengthening MSME resilience through improved corporate governance, transparency, ethical decision‑making and innovation.

Key responsibilities

• Design, develop and execute the MSME governance programme, ensuring alignment with organisational goals.
• Continuously innovate the programme offering and identify opportunities for greater impact.
• Develop strategies that address emerging trends and challenges faced by MSMEs.
• Collaborate with subject‑matter experts, consultants and partners to co‑create high‑quality content and deliverables.
• Lead business development, revenue generation and fundraising initiatives for the programme.
• Manage a regional working group, deliver targeted interventions, produce research and thought‑leadership, and host convenings and trainings.

Required profile

• Minimum 7 years of experience in programme management, business development or related fields.
• Proven track record in designing and delivering impact‑driven programmes.
• Strong relationship‑building and stakeholder‑engagement capabilities.
• Excellent strategic thinking, analytical and communication skills.
