Project Cost & Budgeting Controller (12-Month Contract)

About the role

Terracotta is seeking an experienced Project Cost & Budgeting Controller to join a key client in the power and utilities sector in Abu Dhabi on a 12‑month contract. The role will provide hands‑on financial control for a portfolio of 25‑30 projects, working closely with finance, project management, procurement and external contractors.

Key responsibilities

• Monitor project expenditure against approved budgets, forecasts and commitments.
• Track actual spend, outstanding commitments, liabilities and forecast costs across multiple projects; maintain cost trackers and produce bi‑weekly cost and budget reports.
• Analyse budget variances, identify potential overruns and support project forecasting.
• Prepare and maintain monthly accrual schedules; reconcile accruals with invoices and payments.
• Support month‑end, quarter‑end and year‑end close activities, ensuring accurate recording of project‑related costs.
• Oversee financial aspects of project contracts, including values, amendments, milestones and obligations; review contractor and supplier invoices against contracts and purchase orders.
• Coordinate with Accounts Payable to ensure timely processing of invoices and resolve payment issues.
• Assist procurement activities such as purchase requisitions, tender evaluations and ensure commitments align with project budgets.
• Maintain accurate financial, procurement and contractual documentation for audit and compliance.

Required profile

• Bachelor’s degree in Finance, Accounting, Economics, Business Administration or a related field.
• Approximately 4–8 years of experience in project cost control, project finance or similar roles.
• Proven experience managing cost control for multiple concurrent projects, preferably in the power or utilities sector.
• Strong understanding of accruals, contract financial management and project reporting.
• Ability to work closely with cross‑functional teams and external stakeholders.
