Project Cost & Budgeting Controller (12‑Month Contract)

About the role

Terracotta Outsourcing is seeking an experienced Project Cost & Budgeting Controller to join a key client in the power and utilities sector in Abu Dhabi. This 12‑month contract role will provide hands‑on financial control for a portfolio of 25‑30 projects, working closely with finance, project management, procurement and external contractors.

Key responsibilities

• Monitor project expenditure against approved budgets, forecasts and commitments.
• Track actual spend, outstanding commitments, liabilities and forecast costs across multiple projects.
• Maintain project cost trackers and produce bi‑weekly cost and budget reports.
• Analyse budget variances and flag potential cost overruns.
• Prepare monthly accrual schedules and reconcile them with invoices and payments.
• Support month‑end, quarter‑end and year‑end close activities.
• Oversee contract values, amendments, milestones and obligations.
• Review contractor and supplier invoices against contracts and purchase orders.
• Coordinate with Accounts Payable to ensure timely processing of invoices.

Required profile

• Minimum 48 months (4 years) of experience in project cost control, budgeting, accruals and contract financial management.
• Proven ability to work with finance, project managers and procurement teams in a multi‑project environment.
• Experience in the power or utilities sector is advantageous.
