Proposal Manager

About the role

As a Proposal Manager at SUEZ in Dubai, you will lead the preparation and submission of complex PPP/BOT, EPC and O&M bids for municipal and industrial projects. Working under the Project Development Director, you will coordinate closely with Business Development and multidisciplinary teams to deliver winning proposals.

Key responsibilities

• Identify business opportunities, support EOI and RFQ processes, and define bid strategies.
• Prepare bid budgets, planning schedules, deliverables, and ensure alignment with partners and internal teams.
• Set target prices, calculate project costs, and manage deadlines for all bid components.
• Assess project risks, propose mitigations, and capture opportunities in line with SUEZ policies.
• Participate in client negotiations, secure contracts, and facilitate smooth hand‑over to execution teams.

Required profile

• Higher education degree in Civil, Mechanical or Hydraulics engineering.
• Minimum 10 years of experience in PPP/BOT, EPC and O&M project environments.
• Proven track record in responding to tenders and managing multi‑disciplinary bid teams.

Required skills

• Bid budgeting and financial modeling.
