QHSE Manager

About the role

AECOM is looking for a QHSE Manager in Dubai. Working under limited supervision, the role covers moderately complex technical work across environmental, safety and health disciplines to achieve compliance with ES&H standards and federal and state regulatory requirements. It may involve acting as a lead for a team of ES&H specialists or supporting personnel, and administering an ES&H program on a small or medium-sized project.

Key responsibilities

• Maintain up-to-date knowledge of government agency requirements and regulatory changes, and apply the fundamentals of the environmental specialty
• Develop and implement safety and health programs, monitor and prevent hazards and investigate accidents, injuries and complaints, documenting findings and implementing corrective actions
• Recommend improvements to processes, design, procedures and equipment, and develop employee training and emergency preparedness programs
• Provide regulatory interpretation and technical advice to management and operational teams, and conduct internal audits and compliance assessments
• Maintain documentation and reports on incidents, training, audits and compliance, and communicate with regulators and external auditors
• Manage ES&H program budgets and resources, and drive continuous improvement through hazard assessments, near-miss reporting and safety performance metrics

Required profile

• Minimum 15 years of progressive experience in environmental, safety and health management or related disciplines
• Bachelor's degree in Environmental Science, Occupational Safety and Health, Engineering or a related field
• Proven expertise in developing, implementing and managing safety and health programs across multiple operational areas
• Demonstrated experience in workplace investigations, hazard assessments, root cause analyses and ES&H compliance auditing
• Experience managing ES&H budgets and communicating effectively with regulators, management and operational teams

Required skills

• Comprehensive knowledge of federal and state environmental, safety and health regulations (OSHA, EPA, DOT, etc.)
• Advanced proficiency in safety management systems, incident reporting and data analysis
• Preferred: advanced degree, CSP/CIH/CEP certification, experience leading ES&H teams, medium-to-large project programs, emergency preparedness planning, and ES&H management software
