Quality Engineering Manager

About the role

The Electronic Government Authority (EGA) is seeking a Quality Engineering Manager to lead the QE function across its technology portfolio, primarily the RAK Digital platform built on SAP Business Technology Platform (BTP). This player‑coach role combines strategic ownership of quality frameworks with hands‑on execution of the most complex testing challenges.

Key responsibilities

• Establish the Quality Engineering operating model, including team structure, processes, tooling, coverage frameworks and a maturity roadmap.
• Own test planning for all EGA solutions, ensuring defined scope, coverage targets, entry/exit criteria and resource allocation.
• Define and enforce testing governance, quality gates and release criteria across DEV, TEST, UAT, PRE‑PROD and PROD environments.
• Lead the design and implementation of test automation strategy compatible with the SAP BTP stack and CI/CD pipeline.
• Implement formal test case management, defect lifecycle management and test data governance.
• Coordinate security testing with Information Security and ensure resilience and availability testing for critical systems.

Required profile

• Senior‑level professional with strong leadership (player‑coach) experience.
• Proven ability to define and execute quality engineering strategy in large, complex digital platforms.
• Experience working with internal engineering teams and outsourced development partners.
• Excellent collaboration with product, design, security and delivery teams.
