Research Export Control Senior Specialist

About the role

The Research Export Control Senior Specialist serves as Khalifa University’s internal expert on export‑control matters related to research, ensuring that sensitive or high‑risk activities are identified early and managed in line with UAE non‑proliferation regulations and applicable foreign export laws.

Key responsibilities

• Administer export control for research activities identified as sensitive, restricted or high‑risk.
• Conduct risk‑based screening of research proposals, agreements and collaborations to determine export‑control implications.
• Identify controlled goods, software, technology or technical data listed in the UAE Goods Schedule and assess permit, authorization or End‑User Certificate requirements.
• Coordinate preparation, submission and management of UAE permits, authorizations and EUCs, and maintain accurate compliance records.
• Develop and implement activity‑specific mitigation measures such as technology control plans and access controls, and monitor high‑risk projects for compliance.

Required profile

• Bachelor’s degree in law, International Trade, Compliance, Research Administration or a related field (Master, Ph.D. or JD preferred).
• Minimum 7 years of experience classifying dual‑use goods, software or technology and managing export permits, authorizations and EUCs.
• Demonstrated familiarity with UAE non‑proliferation regulations and the UAE Goods Schedule.
• Experience working within research institutions, universities or high‑technology environments is preferred.
