Safety Engineer (Tagalog Speaker)

About the role

Black Pearl Consult is looking for a dedicated Safety Engineer to ensure compliance with Health, Safety and Environmental (HSE) standards on major infrastructure projects. The role covers implementing corporate HSE policies, monitoring contractor safety performance, reviewing safety documentation and promoting a safety-first culture across all project activities. The position is based in Dubai.

Key responsibilities

• Implement and monitor corporate HSE policies, plans and legal requirements, and suggest improvements to raise overall safety performance.
• Ensure client and regulatory safety requirements are met, liaising with the safety manager and contractors.
• Monitor contractor adherence to safety measures on site and ensure compliance with legal and client standards.
• Review safety documents such as Site Safety Plans, Emergency Plans, Method Statements and Risk Analyses.
• Carry out regular HSE inspections and audits to identify hazards and verify that corrective actions are implemented.
• Organize monthly safety meetings, review incident reports and track corrective actions to prevent accidents.
• Promote a safety-first culture among project staff and contractors.

Required profile

• Bachelor's degree in Engineering or Occupational Health and Safety.
• At least 8 years of HSE experience in the construction of bridges, roads, infrastructure or irrigation projects, preferably in the UAE.
• Prior experience supervising the construction of roads, bridges, underpasses or major infrastructure projects.
• Willingness to work in Dubai.

Required skills

• Working knowledge of the Dubai Municipality Code of Construction Safety Practice, Technical Guidelines, RTA Circulars and the Work Zone Traffic Management Manual.
• Relevant HSE certifications such as NEBOSH IGC, Safety Diploma, First Aid, Fire Safety or ISO certifications are preferred.
• Strong communication, analytical and problem-solving skills, and the ability to enforce safety standards and lead safety initiatives on large-scale projects.
