Senior Electrical, Instrumentation & Control Design Engineer

About the role

Artelia is seeking a senior engineer to lead electrical, instrumentation and control design for water and wastewater treatment plants and pumping stations in the Gulf region. The role involves delivering detailed design, coordinating with multidisciplinary teams and ensuring compliance with international standards.

Key responsibilities

• Prepare electrical design basis reports, single line diagrams, load lists and sizing calculations for transformers, generators, UPS, DC systems and MV/LV distribution.
• Conduct load flow, short‑circuit, motor starting, arc‑flash and protection coordination studies using ETAP.
• Develop instrumentation and control design basis, P&ID, SCADA architecture, I/O lists, control philosophy and panel engineering for DCS, PLC, ESD and fire‑gas systems.
• Produce specifications, datasheets and vendor evaluations for major equipment such as switchgear, VFD panels, cables, and ELV systems (CCTV, access control, Wi‑Fi).
• Coordinate interface issues with civil, mechanical, process and HVAC disciplines and manage BOQs for electrical and I&C packages.

Required profile

• Bachelor’s degree in Electrical Engineering with Chartered Engineer or SOE certification.
• Minimum 15 years of experience in electrical and I&C design for water/wastewater treatment and pumping stations.
• Proven consultancy background and strong client‑facing communication in English.
• Knowledge of IEC, IEEE, ISA, NEC, ATEX and regional utility standards (Saudi, UAE, Oman, Qatar).

Required skills

• MV/LV distribution and substation design, switchgear, MCC, VFD, transformer, generator and UPS sizing.
• ETAP software for load flow, short‑circuit and protection studies.
• Instrumentation fundamentals, sensor selection, hazardous‑area classification and SIL calculations.
• Control systems (DCS, PLC, ESD, fire‑gas), SCADA architecture and panel engineering.
• ELV systems: CCTV, access control, PAGA, Wi‑Fi, BMS.
• Communication protocols: Ethernet, Profibus, MODBUS, IEC61850, DNP3, IoT.
• HAZOP/CHAZOP review, SIL studies and 3D model review.
