Senior Specialist – Budgeting & Cost Control

About the role

The Senior Specialist – Budgeting & Cost Control will lead budgeting and cost‑control activities for capital and infrastructure projects within a government entity in Abu Dhabi. The role ensures accurate financial planning, monitors project expenditures, and supports financial accountability throughout the project lifecycle.

Key responsibilities

• Develop and manage budgets for capital and infrastructure projects.
• Analyse project cost data, monitor budget performance and identify variances.
• Prepare cost estimates, forecasts and financial reports.
• Implement cost‑control measures and recommend cost‑saving opportunities.
• Review contracts, invoices and change orders from a cost‑control perspective.
• Collaborate with Finance, Procurement, Project Managers, Engineers and other stakeholders.
• Provide guidance on budgeting, cost control and related financial matters.
• Monitor project financial performance and highlight budget deviations.

Required profile

• Bachelor’s degree in Finance, Accounting, Construction Management or a related field.
• Minimum 6 years of relevant experience, including at least 5 years in budgeting or government accounting.
• Strong experience with large‑scale capital or infrastructure projects.
• Knowledge of ERP/financial systems and project budgeting tools.
• Desirable certifications: ACCA, CMA, CPA, PMP or similar.
