Sourcing Manager (Emirati)

About the role

Black Pearl Consult is looking for an experienced Sourcing Manager to lead procurement and strategic sourcing in the utilities sector. The role drives cost optimisation, ensures supplier performance and keeps procurement aligned with organisational goals and regulatory standards. It is based in Ajman and is open to UAE nationals.

Key responsibilities

• Develop, lead and execute sourcing strategies for infrastructure-related goods and services to secure long-term cost savings and operational efficiency.
• Oversee the full procurement cycle, including RFQs, RFPs, supplier evaluation, contract negotiation and vendor onboarding.
• Lead supplier relationship management to build partnerships that deliver quality, innovation and timely delivery.
• Conduct market intelligence and benchmarking to spot emerging suppliers, trends and cost-reduction opportunities.
• Ensure compliance with procurement policies, legal requirements and industry best practices.
• Collaborate with cross-functional teams to align sourcing with business objectives and project needs.
• Set supplier performance metrics and implement corrective actions where needed.
• Mentor junior procurement and sourcing professionals.
• Prepare and present reports to senior management on sourcing activities, supplier performance and cost-saving initiatives.

Required profile

• Bachelor's degree in Supply Chain Management, Business Administration, Engineering or a related field; Master's preferred.
• Minimum 7-10 years of experience in procurement and sourcing, including at least 3-5 years in a managerial role in the infrastructure or construction industry.
• Proven expertise in sourcing strategies, procurement management and contract administration.
• Strong leadership, negotiation, communication and analytical skills.
• Ability to manage multiple priorities and deliver results under pressure.

Required skills

• Proficiency in ERP systems and procurement software.
• Experience with RFQs, RFPs, contract negotiation and supplier evaluation.
