Technical Manager – PMO

About the role

SEE Engineering is looking for an experienced Technical Manager to lead the technical department within its Project Management Office. The role ensures compliance with UAE authority regulations, project specifications, quality standards, and timelines while coordinating design, engineering, and site teams.

Key responsibilities

• Lead and manage engineers and draftsmen, reviewing and approving design and shop drawings.
• Ensure compliance with UAE codes and authority regulations such as Dubai Municipality, Civil Defence, DEWA, and ADDC.
• Provide technical guidance to site teams and coordinate with consultants, clients, subcontractors, and suppliers.
• Review and respond to RFIs, manage NOCs, permits, and technical documentation approvals.
• Oversee QA/QC procedures, resolve technical issues and NCRs, and conduct risk assessments.
• Assist in project planning, scheduling, material specification reviews, and value engineering proposals.
• Mentor and evaluate engineering staff, delivering training and performance reviews.

Required profile

• Bachelor's degree in Civil Engineering (mandatory).
• Minimum 10 years of construction experience, including at least 5 years in a managerial or technical leadership role.
• Strong background in residential, high‑rise, commercial, or infrastructure projects in the UAE.
• PMP certification is an advantage; professional engineering certifications are preferred.

Required skills

• Proficiency with engineering software such as AutoCAD, Revit, STAAD, and ETABS.
• Strong knowledge of construction standards and codes (ASTM, BS, ACI, local UAE codes).
