Tendering & Pre‑Tender Estimation Engineer – Infrastructure & Road Construction

About the role

We are looking for an experienced Tendering & Pre‑Tender Estimation Engineer to lead pre‑tender studies and develop competitive bids for infrastructure and road construction projects across the UAE. The role is based in Sharjah and involves close collaboration with procurement, operations, engineering and project teams.

Key responsibilities

• Review RFQs, tender documents, drawings, specifications and BOQs at the pre‑tender stage.
• Conduct detailed scope reviews, risk assessments and identify commercial opportunities.
• Prepare accurate cost estimates and quotations for a wide range of works, including road construction, piling, diversion, thermoplastic and cold‑plastic road marking, road studs, signage, footpaths, bus shelters and maintenance activities.
• Develop competitive pricing for materials, labour, equipment, subcontractors and overheads.
• Produce commercial and technical tender submissions, framework‑agreement proposals and maintenance contracts.
• Perform quantity take‑offs, productivity analyses and maintain up‑to‑date cost databases.
• Coordinate with internal teams to ensure correct methodology, resource planning and timely submission of bids.
• Identify commercial risks, exclusions, assumptions and value‑engineering opportunities.
• Support business development with rapid pricing for client enquiries and urgent tender requests.

Required profile

• Proven experience in tendering, pre‑tender estimation and quotation pricing for infrastructure and road construction projects.
• Ability to manage multiple studies simultaneously while meeting strict deadlines.
• Strong analytical mindset with attention to detail and commercial awareness.
