Business Development Manager & Pre-Sales Expert (HR Staffing)

About the role

Virtua Advanced Solution is recruiting a Business Development Manager and Pre-Sales Expert for its HR staffing business, Trans Skills, based in Dubai. The role covers strategic growth and acquisition across the Middle East, account strategy, market intelligence, and end-to-end bidding and pre-sales for corporate and government staffing contracts.

Key responsibilities

• Identify, map and secure new business opportunities in the UAE, KSA and Qatar, targeting C-suite and director-level stakeholders with staffing, executive search and manpower outsourcing solutions.
• Develop regional go-to-market strategies aligned with initiatives such as UAE 2050 and UAE Centennial 2071.
• Build a sales pipeline of enterprise and mid-market accounts and act as a trusted advisor on salary benchmarks, talent availability and local hiring regulations.
• Structure long-term Framework Agreements, including SLAs, retainers and managed service provider contracts.
• Stay up to date on labor laws, nationalization quotas, visa regulations and employment frameworks across GCC jurisdictions, and run ongoing competitor analysis.
• Lead RFP, RFI and tender responses for corporate and government staffing contracts, including navigating public procurement portals such as Dubai's eSupply/iSupplier, Abu Dhabi's Tamm and Saudi Arabia's Etimad.
• Prepare pricing models, rate cards, SLA parameters and fee structures, and lead bid defenses and C-suite presales pitches to tender evaluation committees.

Required profile

• Bachelor's degree in Business Administration, Marketing, Human Resources or a related field.
• Minimum 10-15 years of business development experience in the staffing, recruitment agency or HR outsourcing industry in the Middle East.
• Proven track record of closing high-value staffing contracts.
• Adaptability in fast-paced, high-pressure environments, resilience and an ABC (Always Be Closing) approach to negotiation.
• Tactful, diplomatic and results-oriented, with disciplined pipeline management and data governance.
