Commercial Manager - Mixed-Use Development

About the role

Hill International is expanding its team for a large-scale mixed-use development project and is looking for an experienced Commercial Manager based in Abu Dhabi. The role plays a key part in the commercial and financial management of the project, working closely with the Client, project management team, consultants and contractors to provide commercial oversight throughout the project lifecycle.

Key responsibilities

• Lead and oversee commercial management, ensuring cost control, financial governance and commercial performance.
• Manage and monitor budgets, forecasts, commitments, expenditure and cash flow, and recommend corrective actions.
• Prepare and review regular commercial and cost reports for senior management and the Client.
• Review contractor and consultant payment applications and support payment certification in line with contracts.
• Monitor costs against approved budgets, highlight variances and risks, and manage changes and variations.
• Support value engineering and cost optimisation, and give input to procurement, tender evaluation, contract award and post-contract administration.
• Assess and manage commercial risks and opportunities, and support the review of claims, variations and contractual matters, including FIDIC-based contracts.
• Maintain commercial records, take part in commercial and progress meetings, and support project close-out including final accounts.

Required profile

• Bachelor's degree in Engineering, Quantity Surveying, Construction Management or a related discipline; Master's in Commercial Management, Construction Law or a related discipline preferred.
• Minimum 12-15+ years of relevant experience, with a strong track record in commercial and cost management on major construction or development projects.
• Experience with reputable PMCs or consultancies preferred; Tier 1 contractor experience or experience with major developers is also valued.
• Strong background in cost control, budgeting, forecasting, payment certification and commercial reporting.
• Demonstrable client-facing experience presenting to senior stakeholders.
