Construction Manager – Infrastructure

About the role

The Construction Manager – Infrastructure will lead the delivery and control of all infrastructure activities for the Contractor and specialist subcontractors throughout the construction phase. Reporting to the line manager, you will monitor performance, ensure compliance with approved documents and coordinate with local authorities to achieve successful project completion.

Key responsibilities

• Monitor infrastructure works throughout construction, reviewing contractor programmes, look‑ahead schedules, resources and productivity against contractual milestones.
• Verify construction readiness, including approved drawings, method statements, risk assessments, inspection and test plans, permits and NOCs.
• Oversee the performance of the Supervision Consultant and Contractor, ensuring timely inspection, sign‑off and issue resolution.
• Assist from design through execution and hand‑over, validating progress reports and technical submittal approvals.
• Identify and implement improvements in sequencing, progress monitoring, inspection processes and QHSE performance.
• Coordinate and manage relationships with local authorities, ensuring compliance with their requirements.
• Maintain awareness of Hill International’s Quality, Environmental, Safety and Occupational Health policies and ensure adherence.
• Perform other duties as assigned by the line manager or supervisor.

Required profile

• Bachelor’s degree in Civil Engineering.
• Minimum 10 years experience in infrastructure construction, including at least 5 years dealing with Abu Dhabi local authorities.
• Proven PMC experience as a Construction Manager on large‑scale infrastructure projects.
• Experience managing full life‑cycle projects within a Project Management team.
• Familiarity with local authority requirements and procedures.
• Professional certification such as PMP, CIOB, ICE or APM preferred.
