Contracts & Procurement Officer

About the role

The Contracts & Procurement Officer provides efficient, accurate, and timely contract and purchasing services for internal and external university clients. The role focuses on managing contracts for retail outlets and ensuring all purchases deliver value for money while complying with university policies.

Key responsibilities

• Draft, review, and maintain commercial and contractual arrangements for the business unit.
• Prepare cost proposals, negotiate, and administer contracts and cooperative agreements.
• Monitor financial activity of prime and sub‑contracts, including close‑outs.
• Ensure compliance with federal regulations, internal policies, and ethics codes.
• Maintain the contracts database and generate periodic management reports.
• Advise on customer terms, risks, and cost drivers.
• Coordinate with project and technical staff to align contracts with program work.
• Conduct pre‑ and post‑award contract reviews with stakeholders.
• Negotiate and place annual blanket purchase orders, master purchasing agreements, and service agreements.
• Purchase goods and services from local and international sources, analyze specifications, and benchmark vendor quotations.
• Expedite orders, manage amendments, and ensure accurate invoicing and payment processing.

Required profile

• Ability to work independently while maintaining confidentiality.
• Strong analytical and negotiation capabilities.
• Experience in contracts management and procurement processes.
• Familiarity with university policies, federal regulations, and ethical standards.
• Excellent coordination skills to liaise with internal stakeholders and external vendors.
