Director, Structured Finance

About the role

The Director of Structured Finance will lead the management of a government’s loan portfolio and debt guarantee programmes. This senior position oversees the design, pricing, negotiation and execution of a wide range of financing structures, including corporate facilities, project finance, PPPs and utility‑project finance.

Key responsibilities

• Supervise the structuring, pricing and negotiation of government loans with banks.
• Oversee the execution of loan documentation for corporate, project and leveraged finance transactions.
• Design asset‑backed and cash‑flow‑backed financing structures.
• Manage Public‑Private Partnership (PPP) loan programmes and utility project finance initiatives.
• Lead GRE debt issuance plans and maintain bank relationships in loan capital markets.
• Develop advanced financial models for leverage, project financing and securitisation cash‑flows.
• Supervise government guarantees and provide support to senior management.

Required profile

• Bachelor’s degree or higher in finance, economics or a related field; professional certification is a plus.
• 12+ years of experience in structured, project, export/ECA, leveraged or asset‑based finance gained at an investment bank, sovereign wealth fund, ministry of finance or debt‑management office.
• Proven track record of structuring and closing LMA‑documented facilities, PPP financings, ECA‑covered facilities and securitisations.

Required skills

• Deep fluency in LMA loan documentation and negotiation dynamics.
• Strong structured and project‑finance modelling (cash‑flow waterfalls, leverage sizing, securitisation cash‑flows).
• Working knowledge of Export Credit Agency (ECA) mechanics.
• Understanding of Basel bank regulations as they affect appetite and pricing.
• Awareness of Islamic finance structuring (Ijara, Murabaha, Sukuk).
